The NL AIC works together on the necessary knowledge and expertise, resulting in five themes, also called building blocks. Those are important for a robust impact in economic and social sectors.

Human Capital

Contrary to popular belief, experts do not expect that jobs will disappear due to the introduction of Artificial Intelligence (AI). AI does not take over jobs but replaces tasks and makes work more enjoyable and efficient. AI creates more employment opportunities when used correctly. The challenge for the Netherlands is to ensure that we are well prepared. Government, business, education, and representatives of society must work together to plan and organise for the necessary changes in the labour market. Human capital is a relevant theme within all sectors, and cooperation is essential to meet the challenge and to take advantage of the opportunities that come with it.


The desired substantial growth in AI expertise is only possible with a coordinated human capital approach. It is essential to distinguish between different types of knowledge of, and about, AI when we look at AI strategy, however: specialist in-depth AI knowledge, AI knowledge in all professions, fields, and sectors, and the ability to work with AI applications and techniques are all relevant.

Working group

The Human Capital Working Group consists of two sub-working groups: Lifelong Development and Training & Education. Participants in the sub-working groups are working on concrete projects, such as AI Certification, Teach the Teacher and scaling up AI education.
